Speaker: Mick Fleming
Objectives:
- Describe the role of local and county emergency management agencies in Illinois.
- Describe the mutual aid structures and systems in Illinois for police, fire, public works, and emergency management.
- Explain the purpose of an Emergency Operations Plan in local and county government.
- Provide information on the National Incident Management System, including the Emergency Operations Center and the linkage to the Incident Command Structure.
Mick Fleming is the Director of the Joint Emergency Management System (JEMS), an agency which is responsible for the emergency management functions of 12 municipalities in Northwest Cook County. His office is responsible for the planning, training, and exercise programs for each of the municipalities. Mick has previously worked as the Planning Specialist for the Yolo County, CA Office of Emergency Services, and as a Business Continuity Planner for Wheels Inc. in Des Plaines, IL.
He has over fifteen years of training experience, worked on a dozen state and federally declared disasters, and has the responsibility for organizing Emergency Operations Centers (EOC) for his jurisdictions. His experiences help him to translate the broad objectives of the National Incident Management System (NIMS) to the needs of the local jurisdictions.
Mick is a Certified Emergency Manager (CEM), through the International Association of Emergency Managers (IAEM) where he is the Illinois Representative to the IAEM Region 5 Board and is the Immediate Past-President of the Illinois Emergency Services Management Association (IESMA).
